Tighter Visitor Screening in Capiz Rehab Center

Stricter Oplan Galugad to preclude drugs entry

The Capiz Rehabilitation Center (CRC) is implementing stricter measures to monitor the entry and exit of visitors for Persons Deprived of Liberty (PDL), as shared by Provincial Warden Arjuna Yngcong in an interview with Opinyon Panay.

This decision is in response to an incident earlier this year involving a PDL found in possession of suspected drugs. Yngcong emphasized that such occurrences must not happen again.

With a current population of 342 inmates, including 110 PDL facing drug-related charges, the CRC is taking proactive steps to combat illegal drug activities within its premises.

Yngcong disclosed that regular inspections, known as Oplan Galugad, are conducted quarterly to ensure a drug-free environment.

Regarding a recent incident involving a female jail guard allegedly aiding a PDL's unauthorized departure from the facility, Yngcong stated that the matter remains under investigation by provincial authorities.


He stressed the importance of maintaining discipline among the jail staff under his supervision.


Despite these challenges, Yngcong highlighted ongoing efforts to provide livelihood opportunities for PDLs, including the production of native goods such as nito crafts and "belaho" sugar cane products, as well as involvement in the dried fish processing industry.


PDLs without formal education are enrolled in the Alternative Learning System (ALS) to facilitate their academic development.


The CRC's intensified security measures and focus on rehabilitation programs underscore its commitment to maintaining order and promoting the well-being of both inmates and staff.
